Dr. Xiaoyan Zhang, PhD

President, CEO

Dr. Zhang is the president and CEO of KIT Solutions, LLC, a firm specialized in developing Knowledge Based Information Technology Solutions for the field of Health and Human Services (HHS). Recently, he was appointed by the Secretary of Health to serve on the National Advisory Council for Drug Abuse (NADA). He is the recipient of the National Prevention Network’s (NPN) 2007 Award of Excellence.

Dr. Zhang is a recognized expert in designing and implementing data systems that measure performance, outcomes, and results-based accountability. He has over 20 years of experience in conducting evaluation research for numerous social service programs funded by national, state, and local governments. He has accumulated extensive expertise in combining social science research principles and practice with the state-of-the-art information technology. Since 1996, Dr. Zhang has assisted 17 states (PA, VA, SC, FL, RI, ME, WA, SD, CO, NY, CA, HI, NH, TN, AR, NC, and NM) in implementing a statewide data infrastructure known as a KIT Service. A KIT Service is a web-based, intelligent, and knowledge based data service that integrate all phases of health and human service management. Currently, he serves as the project director for two major national projects funded by the U.S. Department of Health and Human Services’, Substance Abuse Mental Health Service Administration (SAMHSA).

Dr. Zhang received his Ph.D. Degree in Sociology (1989) and a business certificate from the University of Pittsburgh (1986). He is a former recipient of the Andrew Mellon Fellowship.

Dr. Lun Wang, PhD

Vice President, CTO

Dr. Lun Wang is the Senior Vice President and CTO of KIT Solutions. He has almost 40 years of experience in software development, database design and computer engineering. He brings to KIT Solutions a highly respected training, experience and practical background in the technical field. As a former visiting scientist at Carnegie Mellon University, he worked on media access control algorithm for switch based networking.

Before joining Dr. Zhang at KIT Solutions, Dr. Wang was also the Vice President of Software Development at Digital Site Systems. Inc. (a firm located in Pittsburgh, PA), where he headed the software development and technical team in project planning, systems architecture designing and client/server applications (Quadrel tools) for quality control and data management.

His areas of expertise include GUI design, database and serial communications for data entry and utilities such as simulation modules and statistics calculations.

Kevin Keegan, MS

Vice President, Customer Relations Management & Marketing (VP CRM & Marketing)

Since 1989, Kevin has managed various Technical Support and Training Departments (including acting as the Director of Training and Tech Support at KIT Solutions), and he understands the specific needs of customers running computer applications.

In addition to being the Director of the Training and Technical Support Team, Kevin also managed many of the roll outs and projects for KIT, including the KIT Prevention Service in California, Florida, Maine, Pennsylvania, Rhode Island, South Carolina, Virginia, and Washington, and the PA Tobacco Prevention Project.
