Rhode Island Access to Recovery (ATR)

Following the first round of SAMHSA ATR grants, KIT partnered with the Department of Mental Health, Retardation and Hospitals in Rhode Island and developed a complete Web-based information management service for the Rhode Island ATR grant.

The service manages every aspect of the ATR voucher process including assessment, treatment planning with an approval protocol, consumer choice of providers, client admissions, discharges and service tracking, online sharing of consumer information, and a complete paperless invoicing system.


KIT’s ATR program tracks the program consumer’s information including contact, voucher, service plan and service transaction information. Additionally, there is a client locator form that holds consumer contact information including addresses and phone numbers for family, friends, parole officer, workplace, case worker, recovery coach, and places they frequently visit (favorite restaurants, places of worship, where they go when things are/aren’t going well), facilitating follow-up appointments.

Initial, follow-up and discharge GPRA surveys can be completed inside of the ATR system. KIT uploads this data to the federal Services Accountability Improvement System (SAIS), which is used to gauge effectiveness of the grant and provide a baseline for accountability.


The service plan created is tailored to the client needs and approved by the state for both the level of care assigned and appropriateness to be funded by ATR dollars. If a service plan is not approved, it can be sent back with comments to be corrected and resubmitted for approval. Once a service plan is approved by the state, it is assigned a voucher number and the client is able to receive approved services through the ATR system. As services are provided, the services are deducted from the voucher and an electronic invoice is built for provider reimbursement. Dashboard alerts notify the state & providers when a voucher is approaching or is out of compliance. An example of a dashboard notification is when a 6-month follow-up GPRA is coming due.
