Description:
The FL PBPS is a database tracking software package, which is based on the Center for Substance Abuse Prevention’s (CSAP) Minimum Data Set (MDS), is a nationally recognized standard. MDS is a collection of standard data elements developed by CSAP to enable states, substance abuse agencies, community-based service providers, and others to quantify and compare the number and type of primary prevention and early intervention services delivered. The use of these standards providers a consistent and comprehensive basis to collect and analyze data. Also, additional features have been added onto the MDS standard that will allow greater flexibility and customization for your state as well as easily incorporating science-based or evidence-based programs into the prevention application.
The software is designed to use a Needs Assessment to choose targeted risk and protective factors, base goals and objectives on these risk and protective factors, track prevention activities aimed at accomplishing the goals and objectives, and evaluate the progress of the goals and the outcomes (success) of the programs. In addition, FL PBPS facilitates information sharing and tracking meeting results between the Prevention Partners and Coordinating agencies.
Reports
- Performance Measures Report
- Designed after their contract from the state.
- Will be emailed to District individuals once a month to give updates.
- Population Report
- Details on the number of services and number served by contract for the entire state.
- Invoice Support Reports
- An invoicing tool used in conjunction with the timeliness measurement.
- Must be submitted with invoice to receive payment.
Program
- Florida links each program to a state provided Contract Number.
- A provider cannot enter data until the state has provided a valid Contract Number.
Assessment
- KIT and the University of Miami worked together to develop a Program Evaluation Instrument (PEI) to assess outcomes in Florida.
- The data collected from the PEI is evaluated by the University of Miami and Florida State. PEIs are either evaluated at the group level or individual level depending on the level of the service. Currently there are three options of evaluation instruments:
1. Short Form
2. Upper Elementary
3. Adult
Unique Models
- Level 1 Prevention Service
- A single service that is not associated with a program.
- This is a one-time event, will never see the individuals served again unless it is by coincidence.
- Evaluator Module
- A place for Florida Evaluators to log their contact with providers.
- This information feeds into the Dashboard Report.
- Prevention Program Tool
- A planning tool implemented 2006/07 fiscal year to allow the providers to detail out their contract plans for the upcoming 2007/08 fiscal year.
Administrative Service Organization (ASO) Level
- Florida tracks their prevention via contracts per organization. An ASO is granted a contract from the state – they subcontract out to providers that have received individual contracts in the past. This eliminates partial workload as the ASO is responsible for all the data. A level was implemented into the system to allow the ASO to monitor their providers, but not change any information.
